The disciplinary committee highlighted the Israeli Football Association's failure to take meaningful action against Beitar Jerusalem, where supporters engaged in persistent racist behavior. This included chanting ethnic slurs and using slogans like 'forever pure' directed at Arab players.

Key Incidents and Findings

The committee's report detailed several incidents of discrimination, describing them as part of a systemic pattern that brought the sport into disrepute. FIFA emphasized that Beitar Jerusalem's actions were not isolated but reflected broader failures by the Israeli Football Association.

In a separate investigation, FIFA announced no action against the Israeli Football Association regarding allegations that clubs in the occupied West Bank participated in Israeli leagues. This clearance followed a review initiated by the Palestine Football Association in October 2024.

As part of the penalty, the Israeli Football Association must display a banner at its next three FIFA competition home matches stating 'Football Unites the World – No to Discrimination'. Additionally, one-third of the fine must be invested in a plan to combat discrimination and prevent future incidents.
